As you can see from the spreadsheets, the percentage of valid signatures ran low from the start and only achieved 69 percent in the end, which placed the outcome of the measure in doubt. The spreadsheets — especially the next to last one on August 30, the weekend before the results were finalized — also made it clear that the best bet for Robin Johansen, the measure’s attorney, was to request a recount of the duplicate signatures because there were so few of them.
