Berkeley Waters Down Global Warming Plan

The Berkeley City Council approved a watered-down version of its global warming plan after public concern that the original proposal would force homeowners to spend thousands of dollars making their houses more energy efficient. The council removed any references to “requiring” homeowners to do anything, and settled for establishing a set of ambitious goals. It’ll now be up to the city to devise some innovative plans to meet the new goals. And there’s no reason to believe it won’t happen. After all, the city did it before with its groundbreaking solar power plan.
