Henry Chang Jr. is not running for re-election as an at-large Oakland city councilman, the San Francisco Chronicle reported. The deadline for announcing a candidacy for this seat in next Wednesday. The competition to replace him already includes crime-prevention advocate Charles Pine, attorney Clinton Killian, and AC Transit Board Member Rebecca Kaplan.
