Hey, looks like Chevron’s deal to expand its refinery capacity in Richmond ain’t through the woods yet. Last week, the groups Communities for a Better Environment, Asian Pacific Environmental Network, and the West County Toxics Coalition sued to stop the deal, claiming that the city’s certification of the environmental impact report was illegal. According to the East Bay Business Times, plaintiffs’ lawyer William Rostov wants nothing less than a brand-new report, which would probably take up to eighteen months.
