But according to the Oakland Tribune, City Attorney John Russo took a closer look at the city charter and realized that, in fact, only the mayor has the power to appoint people to commissions. The ruling has stunned and angered city councilmembers, with Council President taking a particularly strong view at Tuesday’s meeting.
