Oakland to California: What Drought?

According to the Oakland Tribune, Governor Arnold Schwarzenegger officially declared a drought in California yesterday, announcing a plan to transfer water to drier parts of the state and seek funding for conservation programs. Wow, a drought, that’s pretty serious. How should Oakland do its part in this terrible crisis? Oooh, we know! How about breaking a water main and spilling 90,000 gallons into the street?
