CalTrans has switched on metering lights for on-ramps along the Tri-Valley stretch of westbound 580. CalTrans loves the wacky little blinkers, claiming that they ease congestion on the highway, while critics claim they just move the congestion onto surface roads, where CalTrans doesn’t have to think about it.
