Freshman state Assemblyman Mark DeSaulnier has proposed a new tax on real estate sales – roughtly $15 per home – to beef up a state fund for affordable housing construction. According to KCBS, the bill would impose a $1 tax for each page filed with the County Recorder’s office indicating transfer of ownership of a parcel of land. The new housing would have to be withing all urban limit lines and have a density of at least fourteen units per acre.
