The rise in homeless jumped about five months ago, and rats have started scurrying around the scraps of food left over from Food Not Bombs feedings and other meals. Now, the rats are so bold as to caper about in the daytime, prompting officials with UC Berkeley to consider setting up nests of barn owls, which will swoop down and gobble up the little buggers.
