Air quality in the East Bay is so bad that both Alameda and Contra Costa counties will fail miserably under new smog rules proposed by the Obama Administration’s Environmental Protection Agency. As a result, much of the East Bay could be forced to adopt strict new regulations to limit smog in the next several years that could prove costly to the region, but should greatly improve air quality.
