An Oakland City Council committee put the brakes on a plan to anoint Phil Tagami as the master developer of the former Oakland Army Base. According to the Trib, the four-member committee voted 2-1-1 to select a group led by Tagami to develop the base, falling one vote short of what was needed to send the issue to the full council. The vote also means that the city won’t select a master developer for the base until after the council’s August recess.
