Oakland developer Phil Tagami, who seems to have his hand in every major project in the city, now looks like the top choice to develop the former Oakland Army Base. Tagami, who renovated the Fox Theater and the Rotunda Building in downtown, is the leader of a development group that was chosen by a city panel and is now backed by Mayor Ron Dellums, according to the Trib. Tagami’s main rival for the base is a development group known as Federal Oakland. A city council committee is scheduled to review the two competing plans for the base tomorrow.
