Is the Peripheral Canal Coming Back?

The state Legislature is considering a plan that could bring back the infamous Peripheral Canal, a statewide water project that created a firestorm in the late 1970s and early 80s before it was abandoned. According to the Chron, capital lawmakers are considering a proposal to appoint an independent board that would have broad authority over the Sacramento-San Joaquin River Delta, including the power to approve a peripheral canal. The Delta supplies about two-thirds of the water for the state, including most of Southern California, and a canal would divert river water from it.
