Libby Schaaf apparently will take over for Jean Quan as the new councilwoman for District 4 — Montclair, Dimond, and Laurel. Schaaf, a former aid to Governor-elect Jerry Brown, seems to have an insurmountable lead over Jill Broadhurst, according to preliminary ranked choice voting results. Schaaf leads 52.3% to 30.4%. Daniel Swafford is in third with 17%.
