State Senate President Don Perata announced his opposition to Arnold Schwarzenegger’s plan to build two new major dams, the Sacramento Bee reports today. The governor has asked for billions to build dams near Fresno and in Colusa and Glenn Counties, claiming that the state needs the new projects to enhance residential water supplies and protect the Central Valley from flooding. But Perata said yesterday that a program of conservation, groundwater storage, and “floodplain management” will do the job better without the projected billions in dam construction costs.
